City Administrative Level and Municipal Party Secretaries’ Promotion: Understanding the Logic of Shaping Political Elites in China
Published in Journal of Contemporary China, 2019
This study focuses on the following important but often overlooked variable in studies investigating China’s cadre system: the city administrative level. Using a dataset covering Chinese municipal party secretaries from 2000 to 2017, this article finds that secretaries from sub-provincial cities are more likely to be promoted than those from prefecture-level cities. This result reveals that serving as a party secretary in sub-provincial cities may be a key step towards further promotion among those who become vice ministers at a young age. In addition, economic performance has a negligible effect on sub-provincial secretaries’ better promotion prospects, highlighting the existence of heterogeneity caused by the city administrative level in the promotion tournament.

Political Attention in a Single-Leading-Party State: A Comparative Study of the Policy Agenda in China, 2003–2019
Published in Journal of Comparative Policy Analysis: Research and Practice, 2021
This article explores the political attention of an authoritarian regime from a comparative perspective. Data from daily meetings of the Chinese Communist Party and the State Council from 2003 to 2019 reveal the punctuated characteristics of China’s macropolitical agenda, which is less intensely punctuated than those in democracies. Further, in the absence of party competition and power balance, the authoritarian party uses the “leading group mechanism” to strengthen its leadership’s agenda since this mechanism helps expand the party’s capacity to address governance challenges. Thus, authoritarian resilience must be considered when using political attention theory to analyze China’s agenda-setting pattern.

Personnel Control and Local Officials’ Attention to Economic Development: Evidence from China
Published in Administration and Society, 2024
Compared to democracies, our understanding of policy attention in authoritarian governments remains limited. Using data from 612 Chinese municipal party secretaries’ official activities, we investigate the structural factors within the authoritarian bureaucratic system influencing new officials’ attention for economic issues. The findings reveal that younger officials and those transferred from other regions exhibit a clear preference for economic issues. Moreover, higher economic growth expectations from superior governments are linked to increased attention to urban economic affairs by officials. This study enriches the literature on comparative agenda research by discussing the relationship between policy attention allocation and authoritarian cadre management.

Towards “All-round Cadres”: Policy Priorities and Issue Diversity of Local Bureaucrats in China, 2005–19
Published in China: An International Journal, 2024
How do Chinese local political elites prioritise their attention in the one-party system? This study examines the issue diversity among China’s local cadres by analysing the agendas of 707 local Party secretaries during their daily official activities from 2005 to 2019. Findings reveal that political and economic issues significantly dominate the secretaries’ attention, overshadowing other niche topics. Yet after the 18th National Congress of the Communist Party of China (CPC) in 2012, there has been an increase in the secretaries’ focus on Party affairs while there has been a decline in their focus on economic issues, leading to fragmented attention and disproportionate changes. These findings not only highlight the tension between the broader Party reforms and the actual responses of local officials, but also suggest the CPC’s efforts to reshape the bureaucratic system by transforming local cadres into “all-rounders” capable of addressing diverse challenges while maintaining strong political leadership and loyalty.
